New Too Owner

I just adopted a Elenora Too and he arrived here Sunday morning. He is precious! He came from a breeder in WA although he was not a breeder, he was her own personal bird. She was spending too much time with the babies and not enough time with him, so he start screeching. He hasn't started this here, and the only time he yells is to get my attention and already calls me mama. Anyway, he doesn't have a leg band. Do I need to worry about that since his wings are clipped, or do they sometimes get tatooed or microchipped? I am fairly new to the bird game, I have a love but her and her partner were my first birds and so I'm not sure. It just seems that all the birds I see, especially the big ones have bands. Should I be concerned and is there a way for ID?
